The Elite Penguin Force was first introduced in the Club Penguin: Elite Penguin Force Video Game for Nintendo DS. An EPF Agent would take on missions around the Island, much like a Secret Agent does online. The game also introduced some DS-Only features like the Puffle Whistle and being able to interact with special Elite Puffles, new characters, new locations and more.
Since Elite Penguin Force’s debut as a video game in 2008 a sequel has come out. “Herbert’s Revenge” would continue the role of being an EPF Agent but also bring some exclusive missions that take place after the PSA Mission “Veggie Villain”.
Soon after Herbert’s Revenge the Elite Penguin Force would come to the online world of Club Penguin as the PSA (Penguin Secret Agency) was destoryed weeks before.
On May 19th 2010 the PSA was destroyed by a Popcorn Explosion from the last and final PSA Mission, Veggie Villain. The destruction of the PSA HQ was the start of the EPF Command Room.
May 27th marked the beginning of a new era of agents in Club Penguin. The new Elite Penguin Force Command room was officially built and penguin’s could become Elite Penguin Force Agents online. The Command Room replaced what was the Sport Shop (it was also destroyed in the explosion). It’s called the “Everyday Phoning Center” but if you are an agent there is a secret door inside that leads to the Command Room. The Everyday Phoning Center is also where you take the test of becoming an Elite Penguin Force Agent!
On April 25th 2011, a Field-Op was launched (Operation Hibernation) to capture Herbert. The mission was successful and Herbert was indeed captured. He remains in a deep hibernation inside of his cave (thanks to a big box around him and an AC unit pumping cold air into it). However, Klutzy did escape. Herbert can remain in hibernation for up to 10 months, and there is a Herbert cam at the EPF Command Room to keep an eye on him:

The HQ has been destroyed, but penguins are fixing the HQ. The HQ was exploded by a Popcorn Bomb. With a Popcorn C4 Charge, the HQ will break into peaces and all the screens would be damaged and the system wouldn’t work with it damaged and broken and with viruses. It will take 789 days in 2 years to make the HQ Brand new. That’s a lot of days.

In mission 11, to get out of the HQ in that mission, you need to click on the books beside the map and do the circles and everything. I already completed mission 11. The colour code thing wasn’t so hard after all. Sometimes, you need to do it backwards.
